  1. AGRICULTURE CROPS, FISHERY AND LIVESTOCK

GOAL: Increased farmers’ and fishermen’s real income and improve their quality of life beyond bare subsistence level to ensure food security, social equity and empowerment for global competitiveness.

OBJECTIVES:

  • To optimize land utilization through diversification and/or intensification.
  • To develop crop-livestock integration schemes that will maximize the use of available resources (i.e. land, labor, capital, technology, etc.) to increase farmers’ productivity and profitability.
  • To promote product enhancement and value-added processing of agri-based farm products and by-products.
  • To institutionalize support and extension delivery systems to target beneficiaries in order to enhance production and increase income.
  • To increase productivity of secondary and high value commercial crops and livestock supportive to population’s food requirements
  • To improve sufficiency of livestock production, freshwater and marine fish products
  • To maintain and strengthen coordinative linkages with concerned institutions for fund sourcing, marketing, research and development and extension services, technology and other agricultural development opportunities;

  • Improve the production-marketing systems to become more efficient and cost effective.
  • Empower livestock and poultry operators to assume responsibilities in meeting the targets of their livestock and poultry production projects particularly those that are located in the SAFDZ’s.
  • Promote production-intensifying but cost reducing technologies through an intensive and extensive agricultural extension support program.
  • Intensify information education campaign on Livestock in particular, and the AFMA in general using appropriate and cost effective media.

GOAL:    Enhancement of commercial opportunities and growth of local micro and

small enterprises in the municipality to attain self-reliance

OBJECTIVES:

  • To create and develop new livelihood programs, employment opportunities and MSM economic enterprises
  • To provide better trading and marketing facilities to both producers and consumers of the municipality
  • To make commerce and trade of the municipality suit the needs of both local and non-local producers and consumers
  • To have a reasonable distribution of commercial facilities that will serve the needs of the town
  • To enhance competitiveness of Belison products through creating product designs
  • To provide professional advice that will address the needs of MSMEs in implementing innovative ideas for further improvement of their products
  • To sustain trade and investment promotion efforts
  • To bridge gap between the entrepreneur’s product and its target market through trade fairs

STRATEGIES:

  • Encourage product and market development for micro and small enterprises
  • Creation of Local Economic and Investment Promotion Office (LEIPO)
  • Construction of disaster and climate change resilient support facilities such as farm-to-market roads and satellite market (talipapa) to every Barangay in order to have an access for the display of their products

  1. HOUSING

GOAL:    To provide decent, affordable and secure shelter to all households of

Belison in order to become a town that delivers a higher standard of living for its inhabitants and greater quality of life for anyone who comes to stay

OBJECTIVES:

  • To relocate the displaced households that compose the housing backlog as targeted annually
  • To relocate qualified informal settler families along danger zone areas
  • To monitor informal settlements along coastal zone and public lands
  • To formulate plans/feasibility study for the development of the municipality’s socialized housing program/relocation program
  • To put in place local policies, local institutions, and institute the necessary mechanisms to implement the Local Shelter Plan  to address the housing needs of the residents
  • To integrate tools and technologies that will promote sustainable disaster resiliency on housing design, environmental protection, and livelihood, among others

  1. SUSTAINABLE EDUCATION FOR ALL

GOAL:    To be the agent in the realization of the goal of enhanced K to 12 Basic Education Program which is to create a functional basic education system that will produce productive and responsible citizens equipped with the essential competencies and skills for both life – long learning and employment

OBJECTIVES:

  • To improve educational facilities that will enhance academic performance of all learners in all levels of education
  • To assist each individual in the locality to attain his/her potential as a human being, and enhance the range and quality of the individual and the group;
  • To increase participation rate of children, decreased number of dropouts, increase cohort survival rates, and increase in achievement scores as measured by the NAT;
  • To provide quality instructional materials and improve school surroundings to facilitate effective transfer of learning to every Belisongnon learner;
  • To help the Belisongnon learner participate in the basic functions of society and acquire the essential educational foundation for his/her development into a productive and versatile citizen;
  • To respond effectively to changing needs and conditions through a system of educational planning and evaluation in order to produce high-level graduates that will provide future leaders of the nation.

STRATEGIES:

  • Improve classrooms and educational facilities by outsourcing funds to enhance academic performance in all subject areas
  • Enhancing partnership between the allied agencies in the promotion of affordable and quality education
  • Intensify the implementation of Early Childhood Care and Development (ECCD) Program in all preschools
  • Intensify the implementation of K+12 curriculum 
  • Repair and construct classrooms to pupils ratio both in elementary and secondary levels
  • The ALS has to maximize the full potential of non school-based learning schemes in universalizing functional literacy
  • Increase access to higher education through the Municipality of Belison Scholarship Program (MOBSP)and middle-level skills development through partnership with TESDA
  • Introduce reforms in the selection of beneficiaries, fund disbursement, accountability and program management of the Municipal Scholarship Program by revisiting and evaluating the approved ordinance
  • Established evaluation and monitoring committee to monitor performance and achievements of every scholars
  • Volunteer teachers should be allowed to practice in schools that needs additional teaching force and they should be given a monthly honorarium depending on the availability of funds chargeable against Local School Board Fund
  • Quality and affordable education shall be available for all as a tool for the municipality’s development in the next ten years
  • Establish a referral system into any institution offering scholarship program to deserving college students
  • Mainstream Disaster Risk Reduction and Climate Change Adaptation in the Education sector through integration of disaster risk reduction and climate change in basic courses and building a disaster and climate resilient school buildings and other education facilities
  1. HEALTH AND SANITATION

GOAL:    Provide adequate, promotive, preventive and curative health services to

attain a desirable health and nutrition status of all Belisongnons by limiting the population growth

OBJECTIVES:

  • To promote advancement on the manpower and health facilities and improve delivery of health services
  • To reduce incidence of communicable and non-communicable diseases in the locality by 10%
  • To reduce the effect of ten leading causes of mortality in the locality by 10%
  • To strengthen quality assurance in every health facility
  • To ensure continuous supply and availability of basic medicines, medical supplies and equipment in the rural health unit to the community
  • To provide affordable and quality over-the-counter medicines to the community
  • To establish an effective and efficient community based solid waste management program

STRATEGIES:

  • Manpower training – emphasis is not so much on the technical side of medicine but more on spreading of knowledge on proper nutrition, sanitary practices and family planning programs.
  • Segregation and reduction at source waste disposal
  • Good family planning can reduce the rate of poverty in the locality
  • Nutrition education programs
  • Coordination with other government and non-government agencies in the implementation of program and projects which have the direct bearing on health such as water supply, toilet facilities, waste disposal system and adopting some health programs of the DepEd, DOH and DSWD.
  • Mobilize the Local Health Board as the principal support system
  • Enhancing healthy lifestyle program through medical mission and free clinic
  • Focus on the prevention and treatment of chronic and degenerative diseases and traumatic injuries
  • Strengthening civil society-basic sector participation and public-private partnership
  • Strengthening of quality assurance in every health facility through strict monitoring and evaluation
  • Adopting volunteerism and cooperation of private entities through medical mission and medicines donation
  • Reduce teenage pregnancy through responsible parenthood program and providing reproductive health care services
  • Tap NGO’s and other civil society groups rendering/sponsoring medical mission and free clinics
  • Develop a specific and fully funded budget line for nutrition in the annual budget to combat malnutrition
  • Integrate the fight against malnutrition in all related policy areas by explicitly linking municipality’s nutrition targets, interventions and indicators within health, education, agriculture, water and sanitation, women and youth, social protection and other relevant policies.
  • Mainstream Disaster Risk Reduction and Climate Change adaptation by planning for disaster and risk reduction and climate change adaptation for health sector such as:
  • Develop of guidelines on treatment of health issues due to climate change and climate variability
  • Develop and implement monitoring health infrastructure damage and rehabilitation
  • Develop and implement post disaster epidemic outbreak management and disease surveillance system
  1. SOCIAL WELFARE AND SENSITIVITY

GOAL:    To provide care, protection and rehabilitation of the LGU’s population which has the least in life and needs social welfare assistance and social work intervention to restore their normal functioning and participate in the community’s affair

OBJECTIVES:

  • Ensure the empowerment and protection of the poor, vulnerable and disadvantaged individuals from all types of risks
  • Care, protect and rehabilitate the socially disabled constituents and the physically and mentally handicapped for effective social functioning
  • Arrest the further deterioration of the social disabling or dehumanizing conditions of the disadvantage segment of the community level
  • Coordinate service facilitation required from such department/agencies, government and non-government to provide an integrated welfare to constituents on the basis of their needs.
  • Advocate for policies and measures addressing social welfare concern

STRATEGIES:

  • Improve the targeting system of social welfare programs by utilizing the NHTS-PR to maximize coverage and minimize leakages;
  • Strictly monitor the proper implementation of 4Ps Program in the municipality through regular meeting of Municipal Advisory Committee, LGU Partners and stakeholders
  • Improve the database on vulnerable population groups to help form the basis for sound policies and effective programs;
  • Intensify information, education and advocacy campaigns on gender and disability issues and concerns;
  • Regular annual fund allocation for PWDs and senior citizens programs and services;
  • Increase and sustain the budget for social welfare and development programs;
  • Set proper guidelines for the implementation of livelihood and educational programs; and
  • Assure the inclusion of the vulnerable groups in local development plans through their representation in local development councils and their participation in the formulation, development, and implementation of policies and programs.
  • Mainstream Disaster Risk reduction (DRR) and Climate Change Adaptation (CCA) in Social welfare and services sectors through:
  • Development of social protection strategies to respond to climate change and climate variability
  • Development of livelihood diversification strategies to reduce dependence of climate related income opportunities through skills and capacity trainings
  1. SAFETY, PEACE AND ORDER

GOALS:  Maintain safe and peaceful environment through concerted efforts of government and non-government agencies as well as communities’ active participation and strengthen the capacity of all protective services agencies in the municipality;

              Build a safer and Disaster Resilient Community through disaster risk reduction and management and public safety services.

OBJECTIVES:

  • CRIME PREVENTION – To Promote community awareness of Crime Prevention and to provide logistic support to law enforcement units for the Intensification and Protection Measures to avoid crimes
  • LAW ENFORCEM ENT – To reduce daily occurrence of all types of crime incidents in the municipality
  • DISASTER PREPAREDNESS – To strengthen Local Disaster Risk Reduction and Management Council and enhance local government readiness to manage the risks of disasters, including relief, other associated services and rehabilitation

STRATEGIES:

  • Intensify non-government organization participation in maintaining peace and order
  • Maximize community participation through advocacy in the barangay level
  • Ensure the provision of annual financial support to peace and order, and public safety initiatives
  • Increase peace and order appropriation to support public order and safety related programs, projects and activities
  • Participatory preparation of Peace, Order and Public Safety Plan (POPS)so that problems related to peace and order situation must be properly addressed
  • Institutionalize Municipal Disaster Risk Reduction and Management Office (complete staff) which shall manage the operations of disaster risk reduction and management programs of the municipality
  • Conduct of activities to review and integrate DRR-CCA into various environmental policies, plans, programs and projects
  • Develop and establish early warning system
  1. SPORTS AND YOUTH DEVELOPMENT

GOALS: Build a stronger, healthier, happier, and safer communities of Belison through sports and recreation activities and develop talents and capabilities and potentials in sports of the youths.

OBJECTIVES:

  • To provide adequate and conducive sports and recreational facilities to the residents of the locality
  • To supply the constituents’ basic knowledge and skills in the different type of sports both outdoor and indoor.
  • To divert the leisure hours of the youths into a wholesome activity instead of indulging into non-productive activities.

STRATEGIES:

  • Provision of adequate and conducive sports and recreational facilities to the residents of the locality
  • Annual sports tournament not just for the youths but even for the children and interested adults every year
  • Upgrade the existing sports and recreational facilities of the municipality into a disaster and climate resilient structures
  • Moral and financial support to youths and children excelling in sports, arts and other recreational activities
  • Consistent inclusion of appropriation for sports activities and infrastructure projects of the school which will accommodate sports and recreation activities in the Municipal School Board budget
  • Public-private consultations/partnerships in the establishment of recreational parks and plazas
  • INFRASTRUCTURE AND UTILITIES SECTOR:
  1. CORE ROAD NETWORK DEVELOPMENT

GOALS:       To implement a safe, efficient, reliable, adequate, cost-effective and sustainable infrastructure and utility investment plan for easy movement of people, services and goods

OBJECTIVES:

  • To improve and expand/widen existing road network and linkages to major economic areas
  • To open up new roads that will hasten economic, agricultural, industrial and tourism development
  • To rehabilitate/concrete all farm-to-market roads to make it passable to all types of motorized land vehicles;
  • To provide better accessibility to the farmers and other marginal workers in transporting their farm and other products to the market

STRATEGIES:

  • Facilitate documentary requirements for deed of donation of undonated Road Right of Way
  • Outsource additional funds intended for concreting of unpaved local and farm-to-market roads
  • Construct/Open new roads and or alternative routes
  • Mainstream DRR and CCA through:
  • Institutionalization of CCA and DRRM in core road network development
  • Invest in a CCA and disaster resilient design for road networks
  • INFORMATION AND COMMUNICATION TECHNOLOGY ADVANCEMENT

GOALS:       To improve quality of information and communication technology services and amenities of the municipality

OBJECTIVES:

  • To provide free Internet access services in every barangay
  • To provide modern communication facilities to every barangay in order them to have a greater access to different agencies in the locality
  • To initiate online and backroom transaction especially in business permit application and real property related transactions
  • To maximize the use of ICT in disaster risk reduction and management

STRATEGIES:

  • Expansion of public wifi access coverage in all public places
  • Maximize the use of ICT in CCA and Disaster Risk Management
  • Provide adequate and efficient infrastructure support to enhance e-government systems
  • Free Internet access services in every barangay
  • ENVIRONMENTAL SECTOR:
  1. SOLID WASTE MANAGEMENT

GOALS:       To create and sustain an improved culture and system of waste handling within the community that provides for the protection of health and welfare of all living things

OBJECTIVES:

  • To upgrade the capability of the LGU in planning and implementing solid waste collection and disposal service, utilizing its current resources and ultimately preparing it for managing an integrated solid waste management system
  • To ensure that toxic and hazardous wastes be treated and disposed properly
  • To strengthen Municipal Solid Waste Management Board which will undertake all planning and implementation of solid waste management initiatives
  • To monitor SWM Facilities in the municipalities
  • To introduce an Alternative Technologies on addressing the Residual Plastic Wastes in the municipality
  • To provide an efficient and environmentally accepted disposal facility in the municipality;

STRATEGIES:

  • Advocacy and Information, Education and Communication (IEC) Campaign
  • Enact and implement Plastic Regulation Ordinance in the municipality
  • Development of Municipal Eco-park
  • Procurement of necessary SWM facilities and equipment
  • Creation of MENRO Office and hiring of personnel if PS cap warrants
  • Impose segregation, recycling and composting in all households and institutions
  1. TOURISM, HERITAGE DEVELOPMENT CULTURE AND ARTS

GOALS:       To make Belison as one of eco-tourism destination in Southern Antique while maintaining its ecological balance and the preservation of its natural resources

To protect, conserve and preserve the cultural heritage of Belison for the future generation

OBJECTIVES:

  • To develop and promote tourism potentials of the municipality
  • To highlight the Tourism potentials of the province in terms of history, culinary, heritage and natural & man-made attractions
  • To identify and appreciate the cultural heritage of the municipality
  • To formulate and implement sound eco-tourism policies, code, and regulations
  • To create a database and composite maps of cultural resources of the municipality
  • To preserve and revitalize the cultural character and uniqueness of the municipality
  • To promote and protect the historical and cultural integrity of the geographical area through designation of historic centers/heritage zones and integrating these into municipal Comprehensive Land Use Plan and Zoning Ordinance
  • To assist the creation of a solid and dynamic government-private entities-non government organizations synergy
  • To generate employment opportunities and increased productive undertakings without sacrificing the moral values of the community

STRATEGIES:

  • Increase support for tourism infra and facilities; solicit support both from the private and national government agencies for its development and improvement
  • Collaborate and coordinate with both private and public, national and local agencies for interagency partnership in the promotion of tourism
  • Stimulate an agro-ecotourism friendly environment that shall improve, promote and develop tourism as a feasible and sustainable socio-economic activity in the municipality
  • Assure tourists and visitors with a safe, convenient and pleasurable stay in the municipality

  • INSTITUTIONAL SECTOR
  1. FINANCIAL ADMINISTRATION & SUSTAINABILITY

GOAL:         To enhance the Public Financial Management System as an integral part of

the LGU’s Operating Mechanism in order to accelerate economic growth

OBJECTIVES:

  • To harmonize planning, programming and budgeting linkage and improved resource prioritization, utilization, monitoring and Evaluation
  • To establish and operationalize the Internal Audit System
  • To pursuit for innovative local revenue raising measures to strengthen the municipality’s thrust of continuous delivery of quality services, particularly to the needy rural folks
  • To double the collection efforts as means of lessening the municipality’s dependence on the Internal Revenue Allotment (IRA) and realize its goal for an accelerated economic growth
  • To computerize Integrated Revenue Collection and Financial Management System
  • To fully comply with the reglementary periods for the liquidation of cash advances and preparation and submission of financial statements
  • To comply with the DILG Full Disclosure Policy

STRATEGIES:

  • Formulate the Annual Investment Program and Annual Budget within the prescribed period and ensure citizen’s participation
  • Institutionalization of the Internal Audit System
  • Intensify the operation of income generating offices and strictly enforcing tax collection
  • Conduct Physical Property Inventory every end of the year
  • Focus on the computerization program on the Integrated Revenue Collection and Financial Management System
  • Hire additional staff for offices that take charge financial administration and operation of the LGU
  • Creation of LGU Website to comply with the reglementary period of posting the required Financial Documents of the DILG Full Disclosure policy

GOAL:         To raise the bar of public service through improved job satisfaction and organization effectiveness

OBJECTIVES:

  • To strengthen the organizational structure through improved staffing pattern and addressing organizational gaps
  • To improve the organizational and individual efficiency for effective accomplishment of organizational goals
  • To improve the ability of the organization to plan and manage changes
  • To identify and allocate the precious resources of the organization in the most productive manner
